I regularly visit residential blocks where there is either no plan in place or the existing plan does not include the roof. The former is shortsighted – roofs are, by definition, exposed to the elements more than any other part of a building and, in time, they will incur problems – from loose tiles to significant leaks. The latter simply wastes money – because there are huge economies to be gained from inspecting and maintaining your roof to minimise unnecessary or premature deterioration.
